Wait, who is this fantastic kiddo and why don’t i know about her?
Her name is Harper Row and she’s an original creation by Scott Snyder who is currently appearing in Batman (this sequence is from #12, which came out yesterday). He created her because DC wouldn’t let him use Cassandra Cain but he still wanted to address the concerns of female representation that were brought up at last year’s SDCC comicon. The other guy is her brother Cullen.
Batman #12 is on Comixology right now. Go buy it! :)
